Ask your forum members opinions and take a genuine interest in what they have to say. Like their comments (with the forum software reputation system, such as giving Thanks/Likes, etc) so they will know you value the input. Encourage all new members to make a formal introduction.

Just treat them like a long time member of the forum and make sure the person knows they are very welcome.

That’s a good idea. Treating new members like an old member will surely be appreciated. In one local forum where some new members came from a competing forum, the admin never fails to post a welcome greeting that is commented by senior members. That warm welcome can give the new member a feeling that they really belong there. That forum actually does that greeting to new member regardless of their origin. But what’s more important is in replying to their posts and comments so the newbies will not feel alienated.

Social media marketing is the answer. If you own a forum and want members, market your forum on social media and encourage users to join your forum. Your forum should also reward the users in some way to encourage the users to remain active whether in the form of free advertising or cash incentives.
