I've seen some really awesome forums on subdomains of free servers and some really lousy forums with high quality software and top level domains. Just depends on how much heart and effort you put into the forum, that's how successful it will be.

In my observation, you don't need a top level domain to make your forum successful. In fact, I have been a part of numerous forums which were on a subdomain. What actually matters is the activity. If you have active members who post regularly, your forum will succeed.
