I ban by IP, username and email address. Most times, banning by IP is sufficient, but no reason not to use all three ban triggers.

In one forum of a friend, their default in banning is the IPaddress to block future attempt of registration. It is common for a spammer or
a troll to create another account when his original account is banned. They
said that it is out of logic to allow another account even if that account is
of another person. It’s not worth being considerate when it comes to banning an
account. However, they only ban an account for serious violations like spamming
and excessive trolling.

Banning by IP is the only way you can keep a spammer, scammer or troll away permanently because if you ban by name or just email, the person can easily create another account and the silliness continues.To remain the way you want it, is to ban the IP.
