The higher the page rank of a site is better because sites with a high page rank gets priority with the search engine crawlers which lead to a quicker indexing update. That means what SEO work you have done today will take effect faster if your page rank is high than the site with a lower page rank. But I have news for you about page rank that Google is not using that anymore. If you see a site with a page rank then that is just a decoration and nothing more of value.

The correct answer is this..

If you refer to the google pg generally speaking yes .. PR4 is lower then PR5

But when we talk about seo services that provide high PR links then you must ask for some more details like:

If the service provider talk about the actual page PR or the domain PR.

EX:
The seller offer you 10 link from PR3 website..

But your link will not end up on the domain main page will end up in a inner page like:
www.domain.com/category/page2

So if www.domain.com have PR3 and you get a link on www.domain.com/category/page2 this does not mean you will get a PR3 link.

If www.domain.com/category/page2 have PR 3 then you do get a PR3 link.

Many times people talk about the domain PR witch is higher then the PR of the webpage where you will get the link posted.

So when someone tell you that he will provide a PR3 link ask if they talk about the actual page PR or the domain PR

Well this is no longer applicable. Google have stopped updating the PageRank now and will no longer show it either. It's not to say they don't still use it as ranking factor. But they have stopped showing it now so that you can't see what it is. They stopped updating the PR of websites so the Google toolbar would no longer show it. I remember a while back just after the announcement they made that doing a check of a site or webpages PR would say PR0 but of course, that is not the case. These days it's all about using other domain metrics like PA and DA and CF and TF to know whether a site is worth building a link on or not. I'm really glad this has happened because I was getting sick of all the PR9 links for sale all the time. They were misleading as anything. A lot of naive webmasters thought they was getting a PR9 link but in actuality it was only the homepage of the site that was a PR9 and the page you got a link on was PR0.
