Contact support if an order or payment of yours is missing.
As a precaution, you will be asked to choose a new password the next time you sign in.
I am here to help you publish your apps or games on my Google Developer Console. If you have an App and you can't upload it on Google play for whatever reason. Just send me your APK FILE (after payment) and i will make it live in the Google Play Market and surely you will start generating revenue from it.
