Is page optimization necessary for good search engine ranking?

Is it possible to rank in Google without having an overly optimized site? For instance, if you only have high quality content, can you still get better rankings than a site that has thousands of backlinks?

There are many factors which can influence a page's ranking in Google's search engine, not just backlinks. Here's a short video by Matt Cutts that explains some of the factors considered. He briefly covers the issue of why some less than optimized sites can still rank higher than over optimized sites.

There are many factors that are considered while ranking a site some of them are Quality content, Quality Backlinks, Proper Optimization, Relevant Content, Originality of the content, Proper use of meta tags and description (On Page) Proper use of Heading tags,etc and many other things too. So, one can not say whether the site is only received higher ranking because of quality content or better optimization etc. Thanks for sharing the video Beverly

It's depend on the keyword competition. Without Proper title tag your page will not get up in search engine.

Content is the king, however, you need other things as well. Apart from content optimization, your website also needs to be optimized, for instance, it is better have a keyword rich domain. If your niche is football, your domain should include that keyword. Secondly, your site title should also include your primary keyword. Thirdly, your site needs to have good design and is easy to navigate. Your site also need to have site map. These things will optimize your site for search engines, and your website will rank higher.

I am not an authority in this department but I am tossing my 2 cents worth. Good contents can get you a good ranking in the search list but I don’t think it is enough to push your link in the upper spots. You also need to include proper keywords when you upload your contents and uploading should be on a regular basis. By the way, good content means it is well written and directly related to the niche of your websites. Furthermore, the said content is original and not copied from another site.
