Should you ever pay for site submission?

Many sites will say they will help you by getting you a number one spot in rankings. Are these sites ever legit?

I don't know about other websites but I know that you can find lots of submission and link building gigs on seoclerks.

Yes many sites will say that to you, but any site that says they can get you number one ranking in the Google SERPs is a liar and should be avoided at all costs. Nobody can guarantee you top spots in Google for anything because nobody knows all the Google Algorithms and even the people that work at Google don't know all of them. At best they can help you to rank higher, but simply submitting your site to tens of thousands of other sites is not going to cut it today and that will probably have an adverse effect on your ranking if anything.

It's best to be very picky and choosy about where you submit your site to. You only want to build backlinks from very high quality sites only and sites that are in the same niche/market/industry as yours is in. Just several of these are worth much more than 10k links from sites that aren't even closely related to yours. Avoid all those "mass submission services" like the Ebola virus. Do it yourself manually, slowly over time. Outsource it to a reputable SEO service or purchase one of the many great SEO services right here.

I don’t think there is an assurance that someone can make your site number 1 in the ranking of search engines. It’s all a matter of SEO work for the site to get a good ranking and it involves hard work and time. When you do SEO work on your site, you don’t see the effect in an instant. Sometimes it takes a week or a month or maybe even many months before the SEO work takes effect.
