I think the content that you will upload should be directly related to the niche of your site whether it is a blog or not. Without new contents the site may lose the foothold in the search engine ranking so it is imperative that you upload new contents regularly. And new content should be well written and not copied in part or in whole from another website otherwise that will constitute duplicate content.

But there are webmasters who are saying that sitemaps are not that important, but adding it wouldn't hurt either.

I don't think it is generated for every template. I mean for a dynamic template it doesn't have any sitemap. I can say this because google crawler wasn't able to crawl my dynamic template based site

There is seprate url, which has suffix of feed. Through that url rss feed goes in dynamic template or any template in blogspot. Also, I don't think rss feed is generated from sitemap.

In order to qualify for a good SEO content, a content should include following things
a long tail search term as the title or keywords and keyphrase as the title
5 percent keywords on the content body
Using keywords in the content description
using images that have keywords as the image name.
etc.

Based on what I had been reading on this site, most of the discussions point to an original content. A duplicate content, which you may have copied from another site, is a poison to the SEO of your website. And your original content should have substance which means there are information that you are sharing. Don’t forget that the content you upload to your site should always adhere to the niche. Of course, it is imperative that the grammar is flawless or good enough.
