How do one request for refund if sales page of seller did not delivered results as promised, will refund 50% with no questions asked?
Do we need to open up a case with PayPal?

It is recommend you speak with the seller first and see if issue can be solved. If issue cannot be resolved and seller refuses to provided a refund you can open a support ticket here for administrative support.
Check with your seller followed by the administrative staff. You can send them email. Most of the time it will be resolved by then. Contact the support team using one of the below
