Is there a really quick way to attract many fans and followers on Google+ so that people add you to their circles and actually read what you are posting?

Be sociable - don't just post links to your stuff and run off. When you're sociable, people take notice (because most people aren't). So add value and stick around to be social and you'll start to get people interested in you and what you have to offer.
