What effect does a 301 redirect have on your search engine ranking? Will Google still pass your page rank from the old page to the new one? Will you get banned or penalized for using too many 301 redirects?

Yes if you do 301 redirect properly, you will not lose ranking for your new URLs.

i think if too many 301 redirect google will notice and may deindexed your website

Not true! Even if you redirect from 1,000 websites, your site won't get penalized... The problem could appear if those websites are ALREADY de-indexed! ;)

wrong idea
your all url will be de-indexed , but your new url will be index fast.

Yes, 301 redirect is for permanent redirect solution to your new URL. It also pass link juice from your old URL to new URL. As per moz study it passes around 90 to 99% link juice.
