Off page SEO can lend credibility to a site. For instance, if you get a few really good high page rank backlinks from respected sites, Google will look more favorably on your site. If many other blogs are referring to your own blog, then ideally Google will assume your site is the authority on the subject. Of course, Google values editorial links more than blog comment style backlinks. These editorial links are more rare and represent a personal endorsement from the blog/site owner.

Yes, I know that Google says that create content only and leave it to me to decide ranking...

And it is true that without backlinks you can't rank your desired keyword on desired position in Google SERP if it is competitive keyword.

You have to have both to be successful I feel. You need both off and on page to really have a successful website. If you only have one, then you are not living up to the full potential of the site.

I learned this just recently that quality backlinks can have a big influence on the search engines. That means if you post your link via comments in popular forums and famous blogs then that is considered quality backlinks. And if you have lots of quality backlinks then your ranking in the search list results will be higher.
