Why does the "date" orginize button not put everything exactly in order

Sometimes I'm looking through services, so I scroll down PAST all the featured listings to the ones that aren't featured and some of them are from years ago, but some of them are from seconds ago. Is this because the date it uses is the most recent time it was updated?

Just wondering.

Maybe it has something to do with the last day an order was placed on that service, so it's showing active listings. Some listings might be several years old but are still being purchased, so they are active and should be sorted higher than those services that are inactive or rarely get ordered.
